1.1 Purpose
Harborleaf Teen Accounts are designed to comply with the Google Play Families Program. All content shown to teens is age-appropriate, ad-free, and monitored through parental supervision tools.

1.2 Age Verification & Eligibility
- 13–17 years: DigiLocker verification required.
- Under 16: Parental consent needed for public account, live broadcasts, or key safety changes.
- 16–17: Can manage own settings unless supervision link active.

1.4 Supervision & Parental Controls
Parents or guardians can supervise a teen's account by linking it through their verified Harborleaf Family account.
They can:
- Approve/deny public profile requests.
- Set screen-time and sleep schedules.
- Review connection and chat permissions.
- View usage summaries (followers added, alerts).
- Strengthen privacy and moderation settings.
They cannot:
- Read private messages.
- Post/comment on behalf of the teen.
- Change passwords.
Supervision ends automatically or by mutual consent once the user turns 18.
1.5 Moderation & Detection
- Every Teen Account is protected by a 24×7 AI safety layer that detects grooming, nudity, sexual solicitation, explicit text, or harmful behavior.
- Hybrid moderation (AI + human review) ensures accurate escalation.
- Upon detection of unsafe activity, the system will:
- Blur or restrict harmful content,
- Temporarily freeze chats or posts, and
- Notify the teen and their guardian (if linked).
1.6 Reporting & Safety Assistance
- Teens can report any post, comment, chat, or profile via the Report button.
- All safety-related reports are acknowledged within 24 hours and resolved within 72 hours for high-priority cases.

1.7 Data Protection & Retention
- Age and supervision data are encrypted and managed under the Digital Personal Data Protection Act, 2023.
- No targeted ads or profiling are applied to Teen Accounts.
- Safety monitoring data is retained only for legal or operational compliance periods.
1.8 Teen Education & Awareness
Harborleaf promotes responsible digital behavior through:
- In-app reminders: "Think Before You Share" prompts.
- Safety Hub: Articles, quizzes, and awareness modules.
- Community updates: Covering reporting, privacy, and empathy online.
1.9 Escalation & Law Enforcement Cooperation
If content involving minors is detected or reported as Child Sexual Abuse or Exploitation (CSAE) or Child Sexual Abuse Material (CSAM):
- Immediate content removal and account suspension occur.
- The incident is escalated to Harborleaf's Child Safety Officer.
- Mandatory reports are filed with NCPCR, CERT-IN, and/or law enforcement, as required under the POCSO Act, 2012, and IT Rules, 2021.
1.10 Harborleaf CSAE Policy (Child Sexual Abuse & Exploitation Policy)
Harborleaf enforces a zero-tolerance policy toward child sexual abuse, exploitation, grooming, or related activities. This policy applies to all users, content, and communications on the platform.
1.11 Definition
CSAE refers to any act that sexually exploits, harasses, or endangers a minor (under 18), including:
- Sharing, requesting, or creating explicit content involving minors.
- Grooming, sexual solicitation, or suggestive communication with minors.
- Using imagery, emojis, or language of sexual nature directed at a minor.
- Links, groups, or handles promoting or distributing CSAM.
1.12 Detection & Prevention
Harborleaf employs a multi-layered detection system:
- AI-driven content scanning for image, video, and chat recognition using pattern and behavior analysis.
- Hash-matching technologies referencing NCMEC and Interpol databases.
- OCR + NLP scanning to detect grooming or sexual solicitation attempts.
- Behavioral alerts trigger if an adult repeatedly contacts multiple teens or sends inappropriate messages.
If detected, such content or accounts are instantly blocked, and data is preserved for law enforcement use only.
1.13 Reporting & Response Workflow
- User or AI detection flags suspected CSAE content.
- Content is immediately restricted from public view.
- Harborleaf Child Safety Team reviews the material within 6 hours.
- Confirmed cases are:
- Permanently removed,
- Account suspended or banned,
- Evidence securely logged, and
- Reported to NCPCR / CERT-IN / local cybercrime units.
Harborleaf also collaborates with the National Cybercrime Reporting Portal and Interpol's ICSE Database for serious offenses.
1.14 User Responsibilities
- Sharing or possessing CSAM is a criminal offense under the POCSO Act (2012) and IT Act (2000).
- Users must not forward, screenshot, or download any suspected CSAE material.

1.15 Cooperation with Authorities
Harborleaf maintains full compliance with:

Law enforcement agencies are provided with secure digital evidence upon official request under due legal process.
1.16 Victim Support & Rehabilitation
- Teens encountering CSAE content or contact receive immediate in-app counseling resources.
- Harborleaf's safety team connects affected users to child helplines (1098) or verified NGOs for emotional and legal support.
- Parents and victims can request account review or data deletion post-investigation.
1.17 Transparency & Public Reporting
Harborleaf publishes bi-annual Transparency Reports detailing:
- Number of CSAE/CSAM reports received,
- Response time metrics,
- Content removal statistics, and
- Cooperation summaries with authorities.
1.18 Accountability & Updates
- This Teen & CSAE Safety Policy is reviewed every six months.
- Teens, parents, and users are notified of significant updates via app notifications or email.
